Hastings to lobby for right to destroy all pit bulls

All pit bulls and pit bull cross dogs should be destroyed, as is done in Britain, Hastings District Council says.
Dogs that just resemble breeds on a banned list can be seized and destroyed in Britain.
The fight to stamp out dangerous dogs should not stop with Hastings charging the highest fines for unregistered dogs in New Zealand, councillors said yesterday as they considered new rules.
In the 2008-09 financial year, the council recorded 60 dog attacks on people, 90 attacks on other animals, and 115 incidents in which dogs rushed people in a threatening manner. More than half the dogs that went through the pound were pit bull crosses.
"We have a problem, it has got worse over the past 18 months, and the current controls that we have in place and the level of resourcing are not enough to tackle that problem,"
safety manager Malcom Hart told yesterday's council meeting.
The council approved a plan to double the cost of getting unregistered dogs out of the pound from May 3 – up to nearly $1000 for an unregistered dog impounded for a third time – but that was not enough for councillors.
Hastings Mayor Lawrence Yule wanted to follow the lead of Britain, where banned dogs were put down based on their appearance and without proof of being a danger.
On that list were the pit bull terrier, Japanese tosa, dogo Argentino, and fila Braziliero breeds.
The only way to save a dog deemed by police or a council as banned was to go to court. If the court issued it with a certificate of exemption, the dog had to be neutered, tattooed, microchipped, kept on a lead and muzzled in public, kept at a secure property, and be insured against hurting someone.
Mr Yule, acknowledging that New Zealand law did not allow such a move, said the Government would be lobbied to follow Britain's example.
A council report said Hastings' strong stance had the support of at least five other councils. Mr Yule would not name them.
The council also agreed to employ two more dog control staff.
